Description
Scope and content: Annual reports from the Nashville Housing Authority (NHA) and the Metropolitan Development and Housing Agency (MDHA) from 1938 to 1996 (some years missing) and two project-specific reports on Capitol Hill Redevelopment Project (c. 1952) and Edgehill Redevelopment and Renewal Project (c. 1964). The collection documents the activities and mission of the Nashville Housing Authority and the Metropolitan Development and Housing Agency in the growth and development of Nashville, Tenn. for the entire second half of the 20th century.
Description
Annual reports typically include maps, charts, tables, illustrations and photographs. Maps generally show locations of various public housing projects or detailed neighborhood or project-specific maps. Charts and tables include financial reports for the Agency, income and demographics of residents, or figures and estimates for new projects. Illustrations can include architectural renderings of proposed new projects. Photographs often feature buildings and some "before" and "after" photographs comparing poor housing conditions to improvements made by the Agency by either providing new housing or rehabilitating old housing. Photographs also often include pictures of residents in public housing or employees of the Agency. Reports generally provide an overview of the Agency's activities for a certain year, and numerous reports provide individual profiles of people aided by the Agency. The occasion of the 40th anniversary of the Agency in 1978 resulted in a particularly detailed report that year, featuring a detailed history of the Agency.
Description
The construction, growth, pride and problems of public housing in Nashville through the years is well documented, but in the course of reporting on the Agency's activities, a number of other subjects are included in these reports as well. Subjects include: veterans and defense housing (during the immediate time period surrounding World War II); housing for the elderly and disabled; children, families, and individuals with low income; blight and slum clearance; urban renewal; community services including such topics as recreation for children and youth, health clinics and health conditions, education for children and adults, drug and crime deterrence, and a wide variety of other topics.

Broader themes include civic pride; public housing as a public good, providing improved living conditions for its residents; segregated housing; aid from both federal and state government grants to assist in development and construction; public-private partnerships; growth and development of Nashville generally, including numerous major construction and downtown revitalization initiatives undertaken in the 1980s and 1990s; and in the latter quarter of the 20th century, the growth and role of technology in daily operations of the Agency.

Leadership of Nashville mayors Ben West, Beverly Briley, Richard Fulton, Bill Boner, and Phil Bredeson, as well as NHA and MDHA Chairpersons Walter J. Diehl, Carleen Batson Waller, and Gerald F. Nicely are also well-documented in the collection.

Biographical or Historical Data
On Oct. 31, 1938, the Nashville Housing Authority was established by the City Council, under the authority of Chapter 20 of the Public Acts of 1935 of the Tennessee General Assembly. The mission of the NHA was to provide affordable housing for low-income residents or persons who were living in sub-standard housing, oversee operations at public housing facilities, and promote recreation and health and other activities among residents. Later on, the scope of NHA's work would expand to include slum clearance, housing for the elderly, urban renewal, and administration of federal and state grants for development and housing.
Biographical or Historical Data
On Feb. 19, 1973, the Nashville Housing Authority's name was changed to Metropolitan Development and Housing Agency (MDHA). At around the same time, the agency, while still fulfilling its original core functions with public housing, also became more involved in urban redevelopment and revitalization, not limited to residential areas. MDHA had a hand in numerous major efforts of the 1970s to 1990s to revitalize downtown, including major construction projects such as the building of the South Central Bell tower (later known as the BellSouth tower, affectionately nicknamed the "Batman" building, due to its appearance); rehabilitation of the historic Ryman Auditorium and Union Station; construction of major entertainment and sports venues such as Municipal Auditorium, Municipal Arena, Titans Stadium, Riverfront Park, and other major initiatives. Neighborhood development and renewal was also part of NHA/MDHA's mission, including projects in "The District" along 2nd Avenue North and Broadway in downtown Nashville; Music Row; Rutledge Hill; Jefferson Street; Capitol Mall; East Nashville; University Center; Edgehill; and elsewhere.

Ownership and Custodial History
Most reports in custody of MDHA until transferred to the Nashville Public Library by action of the Library Board in 2002. Several reports were already in the holdings of the Library, but were removed from open shelves and added to this collection in 2010.
